Unlike the One Stop Workforce Centers that offer core services to individuals of all income levels, the WIB’s youth programs are required by law to serve lower income youth.
Youth who are currently attending school are served in in-school youth programs and youth that may have dropped out or received their high school diploma and are in need of additional training or employment services are served in the out-of-school youth programs.
An eligible youth is an individual who
a) is not less than age 16 and not more than age 21;
b) is a low income individual; and
c) is an individual who is one or more of the following:
i. deficient in basic literacy skills
ii. a school dropout
iii. Homeless, a runaway, or a foster child
iv. Pregnant or a parent
v. An offender
vi. An individual who required additional assistance to complete an educational program, or to secure and hold employment.
Low income is dependent upon the family size as described below:

1 - $9,800 - $9,800
2 - $13,200 - $13,200
3 - $16,600 - $17,050
4 - $20,130 - $21,040
5 - $23,760 - $24,830
6 - $27,780 - $29,040
7 - $31,800 - $33,250
8 - $35,820 - $37,460
For families larger than 8, add for each additional person in the family: $4,020 for non-metro or $4,210 for metro.
