Answer to GAR Questions received 12/03/09

The Pee Dee LWIA offers the following answer to a question received 12/03/09:
1. "Over the past couple of years we [the existing Marlboro County Adult and Dislocated Worker intensive services provider] have shared a Business Services Representative with [the]Dillon [service provider]. Should I include this position in my proposal or work it out with [the Dillon County intensive services provider] to continue this relationship if [they are] willing to do so?"
It is the LWIA's understanding that the current arrangement is that the Dillon County provider budgets a full-time BSR, who spends a portion of her time providing job development activities for Marlboro County. The Marlboro County service provider presently reimburses the Dillon County provider for the travel costs incurred by the Business Services Representative when she is conducting job development activities for Marlboro County, but pays no portion of this individual's salary.
The offeror should proceed with the assumption that the existing relationship between service providers in Dillon and Marlboro Counties will continue; therefore, any entity bidding for Dillon County Intensive Services should budget a full-time BSR and any entity bidding for Marlboro County Intensive Services should budget travel costs for a BSR. When an award decision has been made, the LWIA staff reserves the right to negotiate changes to this arrangement with the successful offeror(s) for each of these counties.
